Renting UR housing is not as easy as they make it seem?

I am looking at a UR house since it is relatively affordable and easier to rent for foreigners. However, they have recently included a new document request which is proof of employee insurance. Unfortunately, my engagement is as a consultant and I only have national health insurance. Has anyone faced this issue? How did you go about it? The only way around that has been suggested to me is to pay the entire year's rent in advance – I want to avoid this if possible.
