Question about public transportation

I’m currently planning a trip to Japan (fall 2028) and I plan to mostly stick to the Osaka/Kyoto area (with a detour to Hiroshima to see the memorials for a day) and I was wondering about the public transportation, specifically in Kyoto, since that’s where I’ll be the longest. I‘m aware of the JR pass that gets you transportation all over Japan but that’s pretty expensive and not really needed for the trip I’m taking. So my question is if there are any smaller scale passes I could use for public transportation in Kyoto, like trains or buses that way I don’t have to walk all day to get from point a to point b. For traveling between cities I just planned to buy individual tickets, but I was hoping they’d be a city wide pass of some sort for traveling shorter distances within the city. In my home town in Utah our buses are free but I don’t think major cities like Kyoto or Osaka are like that. Thanks in advance for any advance.
