Non-US Citizen Spouse in India (OSS/DEA help)

I’m currently in San Diego PCSing to USNMRTC Okinawa in July. My wife is an Indian citizen living in India

1. Since she is in India, how does she complete the OSS (NAVMED 1300/1)? Can she use a civilian doctor?

2. If the DEA/OSS isn't 100% finished by the time I have to leave, what are the actual risks? (I've heard it's a nightmare for housing/pay).

3.How does the SOFA visa work for an Indian citizen coming from India?

If anyone has a POC at the Okinawa screening office or has done this "Overseas-to-Overseas" move, I’d appreciate the help.
