Rakuten Card with 3-d authentication always blocked when online shopping (Ikea, Uniqlo, Zara, etc)

This has been happening to me for years. Whenever I try to shop on websites aside from Amazon, I have the most difficult time using my Japanese Rakuten credit card. When trying to buy something, I will be prompted (after putting in my card information) to input a code sent to my phone number. The message I get gives me something like "Rakuten Card Amount xxxJPY. Requested information: CODE. If you have any suspicions please call."

I will take that code and put it onto the website and always it is rejected. I will get some message pop up like "Something has gone wrong. Please try again or use another payment method."

Has anyone else had this issue and resolved it? I have been all over the Rakuten website and can't find any solution.
