Is Kyoto safer than Wakayama and Osaka when it comes to the Nankai Earthquake?

Hello everyone.

My wife and I are currently living in Wakayama Prefecture and we're both being transferred to the northern Osaka region. My wife recommended that we move to Kyoto instead of Osaka (especially by the coast) because it's much safer from the predicted "big one".

But… my question is… is this really true? Does it really make any difference living in Kyoto as opposed to Osaka assuming the big one hits? Geographically, they seem pretty close to each other.
