Grammar question about 返金は提案していない — why isn’t the passive form used here?

I would translate it as *A refund hasn't been proposed."

Or another longer example I found: 「A社の見積書ってすでに承認して机の上に置いたけど、まだお客さんに提案してないの？」

The quotation hasn't been proposed, right? I'm at a loss as to how to process this.

One explanation might be that って and は are after all topic markers, not subject markers, and that perhaps the unspoken grammatical subject of these sentences is the listener.

Or perhaps I should generally consider that when you have passive and past perfect then the passive aspect is ignored/implied.

~ていない still confuses me in general. My wife told me お父さんはPTAに来てない, despite the fact that he clearly has no chance to go in the future.
