Due to some personal issues I will likely be moving to Germany from the US until April. Will I be able to apply for a Japanese Student Visa at a Japanese Embassy in Germany as an American citizen?

Basically the title. There's some shit going down and I can't stay where I currently live, I don't really have any other options. Rent around me is too expensive. The only friend I have that is willing to let me stay with them is located in Germany, I plan to live with them in Germany until April where I am supposed to go to Japan and start Language School. I chose Language School so that I would be able to live in Japan on a Student Visa.

I know that I have to apply for a Student Visa at a Japanese Embassy after I receive my Certifcate of Eligibility in February. Will I be able to apply for a Student Visa at a Japanese Embassy in Germany even though I am an American citizen? Or will I have to fly back to America just to apply for my Student Visa?
