My wife and I are moving to Osaka end of March (going to study Nihongo before applying for a real job in Japan).
We prepared all the necessary for our coming and our cats'.
We also booked an airbnb for 1 month allowing pets so we should definitely be fine in the beginning. Though we expected to find an appartment from May on, pet frendly for our two small cats, during the first month, we are becoming rather pessimistic after looking online.
Do you know of any agencies/websites where we could find something ?
By the way we intended on paying up to 200.000 Yens/monthly for rent and would like to keep it the cheapest until someone get a job, but we have some wiggle room.

That’s a lot of money for rent. Tell the realtors you work with you need a cat friendly apartment. I’ll warn you that the list is going to be short. If you look online pet-friendly ≠ cat friendly and you may find two cats makes it harder. I’d go in with the idea that 2% of the total listings are going to work for you, as in allowing multiple cats. There might be extra charges added for pets.
Don’t look online, find a realtor to work with. Looking online is basically a waste of time, especially for a cat friendly apartment. But with a month, you’ll likely just have to choose from what’s available.
How good is your Japanese currently?
That’s not a lot of time to find an apartment with 2 cats in Osaka.
I would not move until you secure an apartment.
If your Airbnb cannot extend your stay, you will literally have nowhere to go because 2 cats in this highly packed, busy, work oriented city with tiny old apartments will make it impossible to find on such a short notice.
