Would the law in gambling change as a whole if Osaka opens the Casino or gambling is only allowed in Osaka?

If Japan does go through with making a big casino in Osaka, does that mean they are changing the law regarding gambling in whole of Japan or are they going to build a sanctuary like place for gambling only in Osaka Casino?

  2. Well, technically the law has already been changed and to use your nomenclature gambling will only be allowed in a ‘sanctuary’ place.

    The law is that gambling is only allowed in casinos that are part of an Integrated Resort (IR)–a facility with hotels, restaurants, and other leisure activities. It is basically the Korean model. For example, if you look at the website for the Shinhwa resort on Jeju island, it has four hotels, a theme park, a water park, movie theaters, bowling, karaoke, etc. It is basically a vacation destination and gambling is only one part of the things that you can do there.

    There is one change that is different from Korea. In Korea only foreigners are allowed in an IR. At IRs in Japan, Japanese citizens and non-Japanese residents of Japan will be allowed to enter the IR for no more than 3 days out of 10, and no more than 10 days out of 30. In other words, citizens and residents won’t be able to make gambling their profession, but they will be able to take a vacation at an IR.

    As of now, the only approved IR is in Osaka on dream island. Depending on how it goes, the government might approve building more IRs elsewhere in the country. But keep in mind that gambling is only allowed in a casino that is part of an IR. Just because Osaka will have the first IR does not mean that gambling will be legal everywhere in Osaka.
