注意書き warning/caution signs culture

Why extensive caution signs and explanations posted on everything?

My favorite is how many urinals have a large sign that says "water may flush periodically even when not in use. This is to prevent odor and clogging".

I suppose some of these could be to reduce legal risk, but I don't understand the reasoning behind many of them like the one above. The warning sign culture is also much more tame in the US, where people sue anyone for literally anything.

Curious to hear if anyone knows the history behind the extensive user warnings in Japan.
