My wife is a Japanese citizen but has never lived in Japan. We want to establish her residency and get a jūminhyō, but we're unsure how to proceed. It feels like a catch-22—she needs to be a resident to get a jūminhyō, but she also needs a jūminhyō to establish residency. Has anyone faced a similar situation or have any advice?
