About piracy

First of all, please don't make this post into a "moral-disscussion", i just wanna ask about game and media piracy in japan, cuz i gonna go there soon and will stay for an extended period of time for work

so… my questions :

1. I like to pirate games (cuz i very picky about games and kinda broke) and songs, but mostly not japanese one, cuz most of em are unappealing to me, but… do i will received any "cease and desist" letter from pirating non japanese and japanese games/songs when i stay at japan?
2. if the answer for no.1 is yes, do the cease and desist letter will end me in jail if dont stop after the letter comes ? and do VPN protect me from that ?
3. Can i bring a "jailbreaked/modded" console to japan ? like i have a psp that use custom firmware and filled games downloaded from internet
