I got screwed by my driving school and can’t rent cars. What options do I have to retain a slight bit of independence during my six month stay?

Basically, my school in my country promised me to do driving lessons and exam in time for my OIST winter internship but cancelled last minute, so I won't have my license.

I'm thinking of buying an electric bike/electric scooter to still be able to move independently and explore beaches in the north and go to Naha.

Do any of you know where i can find an electric bike and if it's OK to use it that way?
