You have to find a country or region where the same iPhone model numbers are sold and import from there. For the iPhone 14 series that is:
> Canada, Guam, Japan, Mexico, Saudi Arabia, USVI
Guam is the closest to Japan so if you feel like a holiday you might want to fly there and pick one up.
For each generation of iPhone the list changes so you if you are going to buy an iPhone 12, 13, 15, etc you will need to look to see which countries share models with Japan.
If you buy from somewhere that has different model numbers then some of the LTE or 5G frequencies used in Japan might be missing from the phone.
