Only in Japan rent-a-car business strategy?

I had to make a last-minute reservation for a rental car for an emergency situation and quickly just chose the cheapest thing available. I went to pick up the car today and mid-way through the contract signing, I show them my drivers license (Gold) and he tells me that the rate I have is for beginners drivers who’ve only been driving for one year or less. I thought “great, it’ll be even cheaper for me!” Turns out the rate for experienced drivers is +2,500/day. I had him show me on the reservation page where it said that and sure enough, it was true. Experienced drivers paying a higher rate than inexperienced drivers for the same car? I figured there was no use even trying to argue so I just paid it. Anyone have a similar experience, either in renting a car or working for a car rental place? It seems like some logic that I can’t quite understand but maybe there’s a good reason for it.
