Why is the fashion in Roppongi less conservative than in the other Tokyo wards?

One thing I always loved about Tokyo is how much difference there is in fashion depending on where you go, but for the most part it makes sense. Ginza is the hub for upscale brands, so of course people there will dress more fancy. Shibuya and Harajuku are more vibrant, so the style there is often more outlandish and experimental.
But one place that stands out to me is Roppongi.

Despite the different styles, they still maintain the more conservative/modest look that the majority of Japanese go for, but in Roppongi it seems to be the opposite. Men are wearing tanktops, proudly showing of tattoos. Women show a lot of skin and look like they are about to go manhunting in the nearest bar.
The overall style is super casual and daring.
I wonder why this is?

At first I thought it was foreign influence, but most foreigners I see in Roppongi are actually dressing more "professionally", meaning suits, long dresses etc.

So what inspired the "Roppongi fashion"?
