National civil servants in technical fields fall short of quotas for second consecutive year; competition for talent with the private sector may be to blame


On the 12th, the National Personnel Authority announced the number of successful candidates for the 2025 fiscal year national public service exam for general positions (university graduates). The number of successful candidates in technical fields like machinery and civil engineering was 1,206, which is over 400 less than the planned recruitment of 1,682. This marks the second consecutive year with fewer successful candidates than needed in technical fields.

For specific areas, “machinery” had 75 successful candidates against a planned recruitment of 156, and “architecture” had 35 against 81. “Digital, electrical, and electronic” fields also saw only 140 successful candidates out of 262 planned.

The number of examinees for technical positions decreased by about 20% from the previous year, down to 1,919. The National Personnel Authority attributes this shortage to increased competition with the private sector for talent. The shortfall of 476 successful candidates compared to planned recruitment marks a significant increase from the previous year’s shortage of 60.

In response, the National Personnel Authority plans to explore measures such as introducing internships and recruitment exams focused on technical fields, with specific plans to be presented next year.
