Was it linked with crime? Did the law tried to prevent or just turned a blind-eye? Can someone that is from Japan or lived there at the time could let me know? I've met someone who said to take part in it, but shuts down whenever I mention it. I just want to understand more about it, because I'm not getting anything and what I got so far doesn't help me or the person in case, otherwise I wouldnt be here asking.
