This is a very small power plant.  This can power a maximums of 200 homes.  I guess it’s a great start teas a pilot project.  After re-reading, the purpose is only powering a desalinization plant so it makes sense to be smaller.
It’s also in line with Japan’s focus on more decentralized smaller power generation systems to offset the 20 or nuclear power plants that have yet to be restarted.
By the way, osmotic power seems to be less efficient than hydroelectric power.
