
The Yokohama City Board of Education announced that a 65-year-old principal of a public junior high school has been referred to prosecutors for allegedly secretly filming under a woman's skirt on a train using his smartphone in June.
The principal was caught in the act and detained. After a police investigation, he was officially referred to prosecutors on August 7 on suspicion of taking sexually inappropriate photos.
During an internal investigation, the principal admitted to the act, saying he had a “moment of weakness” and apologized to the victim and the local community. The Board of Education plans to discipline him.
This comes after another scandal in June, where teachers at a public elementary school in Yokohama were arrested for sharing voyeuristic images of female students on social media. Following that case, a third-party committee was set up to review and improve prevention measures.
Yokohama’s education policy director, Atsushi Tanaka, apologized, saying this incident further damages public trust in education and that they deeply regret it.
