That’s a slightly awkward location for public transport from Narita. Narita Express to Tokyo Station and taxi, as someone else said, is best. It’s not far by taxi so wouldn’t cost much. Otherwise it’s a hefty 20+ minute walk.
I stayed at the Mitsui Garden Hotel Kyobashi which is super close to Tokyo Station, but being my first time I screwed up and tried to get there from one level below street and got stuck with a bunch of steps to climb with luggage 🤣
