Leaving appartement, lost Key cost 43000 to be remade

As in the title, my agency (able) wants to deduct me 43000 to create a new key, do you find it right?
Also I paid upfront some cleaning fees and they still ask me to paid again my cleaning fees. … I had a brand new 1ldk …
