Need recos – Group Travel Tokyo Halloween

Hi! Me and my friends are heading to Tokyo for Halloween 2025 and we’re deciding between staying in Shinjuku or Ueno.

With the new Halloween rules in place this year, I wanted to ask:

1. Where can we party on Halloween night?
   Since Shibuya’s Halloween street gatherings are now heavily restricted, we’re looking for alternatives. These could be clubs, themed bars, or organized Halloween events where we can still dress up and have fun. Bonus points if it’s easy to get back to Shinjuku or Ueno late at night.

2. Any group activities for our non-Halloween days?
   We’d prefer non-touristy ideas so no Disneyland, Universal Studios, or Joypolis (this was our plan, but it's too far). We’re open to quirky, unique, or local experiences in or near central Tokyo. Think arcade competitions, bar hopping tours, or anything a friend group would enjoy. And no museums please! We have this scheduled on a different day 🙂
