High barrier to employment for people with severe disabilities


This story follows Mione Fukada, a 21-year-old student from Otsu, Shiga Prefecture, who faces significant challenges due to cerebral palsy, which limits her mobility. Mione has faced numerous obstacles throughout her job search. Since beginning her employment hunt last June, she has encountered various barriers, such as physical workplace limitations that are not accommodating to wheelchairs. Over 40 potential job opportunities at banks and hotels did not pan out.

One major issue is the cost of using helpers, which is covered by national subsidies only up to a point, typically leaving individuals like Mione with a monthly out-of-pocket expense of about 40,000 yen if they wish to work. This economic burden is a significant deterrent, despite international recommendations urging Japan to allow the use of helpers in the workplace without additional personal expense.

Mione’s story highlights the broader issue of societal and systemic barriers for those with disabilities. Despite graduating from junior college, receiving an offer for an administrative position at the Shiga Prefecture Board of Education, and having progressive technological skills, Mione faces a considerable challenge in navigating her daily work routine without a helper.

She expresses a deep wish to contribute to society and act as a guiding figure for other children with disabilities. Her situation underlines the need for societal changes that ensure help is available for those pursuing their professional dreams without having to carry the heavy costs associated with necessary aides.

Her parents, particularly her mother, encourage Mione to discuss these challenges openly, underscoring the importance of seeking support within her work environment.
