Want to do something nice for my neighbor, not sure how to approach it?

So I live on the 1st floor of a nice apartment complex, and all of our units have a small back yard. My neighbor's back yard is overgrown with grass that's gotten well over a meter tall. I have never met them before, but I can hear through our adjoining wall that they've got a very fussy newborn baby. Im sure they're exhausted from the struggle and just don't have the time or energy to take care of it

My wife and I are also expecting a baby this month, so I thought maybe if I offered to cut and bag their grass, it might create an opportunity to make friends with some other new parents. It would take me all of 20 minutes from start to finish.

I've learned neighbor culture here is pretty much nonexistent compared to how friendly neighbors can be in the U.S. What would be the best way to offer? Or should I even bother, as they might find it awkward or insulting?
