Designated Visa for Job hunting (graduating from grad school soon)

Hi, does anybody know the most updated requirements for Designated Visa for job hunting? Do we need to show bank account/ enough money? Also, am I too late to apply if I am graduating last week of September?

I will be graduating from Grad School (Japanese University) and is actively looking for a job. Unfortunately, I don't think the job market is that easy these days. I was wondering if the requirements have changed and are quite different from the usual requirements when changing jobs.

I will eventually go to the immigration soon, just looking for more information.
