Career possibilities in the urban/environment field post-graduation (international students)?

I'm a young Asian professional (26F) planning to pursue a Master's degree in the urban planning field. I am considering some universities in Tokyo (University of Tokyo, Institute of Science Tokyo/Tokyo Tech), as they have specialized graduate programs in English. However, before making this decision I want to realistically understand what life post-graduation would look like for me, should I want to stay and work in Japan – I am not sure I will stay, but I want to know from a feasibility standpoint if this option will be available to me.

I don't speak Japanese but I am very committed to learning should I secure an admission and arrive. Obviously, I understand language barrier will play a big role and would need to know at least business proficient Japanese by the end of my studies.

But just from a pure feasiblility standpoint, is this something I could reasonably do?
