Having trouble falling asleep at night and melatonin isnt here to save me

It regularly takes me hours to fall asleep after laying down, and since I work a job where i have to be up by 5-6am this has wrecked havoc on my well being. Ill get in bed at 10:15 pm and toss and turn until 3 am sometimes and get only 2-3 hours of sleep a night. In America i would just take a small melatonin supplement and would fall asleep with ease but here ive tried all the "sleep" supplements and nothing works. What I dont get is Im very active, a lot more active than anyone i know, and yet i just cant fall asleep despite being tired. Is there anything that works for you guys that I should try? Does anyone have any experience with getting some kind of medication from a doctor?
