I applied to be exempt from Nenkin via the mynumber portal app choosing "haven't joined nenkin yet" and 海外からの移住 as the reason and added that I will only be here presumably until next year and have no plans to retire in Japan.
It was rejected with the reply:
国民年金の加入は日本国内に住所設定した日からとなります。住民票を登録した「令和７年５月３日」を該当日とした、資格取得届をあらためてご提出ください
which gave me the impression that I apparently already joined nenkin when I registered at the city hall in May, so I sent the application again but I chose "already joined nenkin" this time, but it was rejected again:
お客様は入国後、国民年金第1号被保険者の加入の手続きがお済みでないため、当申請書の審査を行うことができませんので申請書をお返しいたします。令和７年５月３日からの国民年金被保険者加入のお手続きを先にお願いします。マイナポータルにて「国民年金被保険者関係届」の電子申請をされるか、お住まいの市区町村役場国民年金担当課もしくはお近くの年金事務所国民年金課にてお手続きください。取得後、マイナポータルから本申請を再度行う場合は、不備事項を訂正した上で、その他の項目についても改めて入力してください。
stating that I haven't joined nenkin yet and that I need to do so first.
Why do I need to join in order to opt out? What am I missing here?
