That’s because the gift this year is a statue of Tanahashi in his retirement gear, which will be shipped at a later date instead of distributed at the show. (So they don’t want to deal with having to import and ship those internationally.)
The official international sale for the other ticket sections will happen at a later date, and will be open to all instead of just FanClub members.
