Amagasaki city apologized and paid compensation for giving current address of a woman who was running away from her husband due to domestic violence.


A case emerged where the city of Amagasaki in Hyogo Prefecture mistakenly disclosed the address of a woman who was a domestic violence (DV) victim to her abuser. The woman had reported being a victim of DV from her spouse in June 2024 and sought refuge at a different address. In August 2024, documents related to her national health insurance, which included her new address, were sent by the city to her former address where her abuser resided.

Upon realizing the mistake, the city apologized to the woman and reached a settlement, which included compensation, allowing her to relocate to a new temporary address for safety. The city recognized this error and has decided to review and improve its procedures and manuals to prevent such incidents in the future.
