Parking garage outside of the 2km rule?

I’m looking at offsite parking such as the ones listed here: https://tokyo-garage.jp/rent-garage/?paged=1#PropertyList

How are people using these spots if the law says the vehicle must be registered within 2km of your home?

ChatGPT and others say they are registering businesses to use them there but that doesn’t seem to be the case based on the way these spots are being advertised. What am I missing?
