How to change car ownership and change city

Hi! Does anyone have experience in changing car ownership/registration lately? If yes, please do share where and how you got the information/steps on how to do it.

My MIL is leaving Japan and she wants to leave her kei car and hatchback with us. She lives in another city too. HOW???
