Applying for a dependent visa via a digital CoE

As a foreigner in Japan living under a work visa (the classic "Engineer/Humanities/Int'lServices" one), I would like to get my (also foreign) wife to be able to come back, as her own visa expired recently (note: a change of status was not possible due to time constraints and other reasons).

I believe I have most elements I would need for this CoE Application, which would include:

  • Copies of her passport and previous residence card if needed
  • A Kon-in Todoke Juri Shomeisho (we got married in Japan)
  • My employer certificate and proof of income
  • 40x30mm photos
  • My tax certificate, although since I arrived in Japan in 2024 I don't have the city-emitted one, instead I have one I printed at the 7/11 multi-copier using my MyNumber card.

To make the whole process faster, I would like to apply for the Digital CoE for her, but it seems to be rather complicated. According to the official online guide, I need the MyNumber card, IC card reader, and apply through the website. I can procure a reader so no problem there but… who's MyNumber card do I need? Mine? Hers? She still has her MyNumber card from her previous 1 year stay, by the way.

Technically, she would be the applicant, not me, as I already hold a visa, but this is kind of confusing…

Have any of you guys gone through this process before?

To be honest, the paper form also has a similar issue to my understanding as field 24, designating "Applicant, legal representative or the authorized representative, prescribed in Paragraph 2 of Article 7-2" in "For applicant, part 2R" is a bit weird… I do not really understand who it is supposed to be.
