Is it normal for people to take naps during working hours in Japan?

I'm at WeWork and I sometimes see 1 or 2 people (not ojisans, but young adults) just straight up napping on the sofa while everyone else are deep in their work. My experience working in Japan for the most part has been fighting against time to get things done. Same goes for my colleagues as well.

I mean nothing wrong with napping, but in a country that prides itself on working hard, seeing people just casually taking a nap always comes off as a surprised to me. Like bro, wouldn't your boss be like "shouldn't you be doing something? Why do you have time to nap?"

Maybe I'm the one that's brainwashed by capitalism to work my ass off at work.

EDIT: WeWork is a co-working space. There's some sofas at the corner or in the middle of the working space.
