What smells like weed?

What’s going on, I heard Japan doesn’t have weed? I’m smelling it every day. If it’s any help I’m specifically smelling it when I walk around rich neighborhoods or when I walk past big apartment complexes. If I’m in between a rich neighborhood and an apartment complex it’s guaranteed to absolutely reek like ganja. I asked and somebody said I must be smelling cooking smells from restaurants. Nope. I only smell it in those two places—neighborhoods with 3 story homes and Audis in every driveway, and big apartment complexes. That’s it. But it’s every single time I’m near one of these.

I’m guessing it’s some plant that I’m not used to blooming somewhere, but I keep stopping to smell strange plants and I’m getting no hits. What am I smelling? Why do the rich people smell like they party?

Edit: thank you for all the helpful answers! It turns out Japanese suburbs are just chockablock full a variety of dankish smelling herbaceous plants. As far as I can tell the likeliest suspect seems to be wormwood, which is growing basically everywhere I look. Some of the other suggestions in the comments are also familiar and I know I’ve seen them around in parks and gardens. There are also a lot of people stripping there gardens right now and probably doing small controlled burns of yard debris, that would make a lot of sense.

Also to clarify yeah I know that there are people in Japan who smoke weed. I wasn’t asking whether or not Japanese people smoke weed at all, I was asking why I was smelling it constantly every time I walk through a nice suburb when I know Japan has some of the lowest rates of cannabis use in the developed world. Yes, I understand “some of the lowest rates in the developed world” does not mean a rate of literally 0. Thank you for hyper fixating on my hyperbole and being super literal.
