On Sept. 17th, Japan’s government drafted a new “Development Employment” policy to replace the current Technical Intern Training Program that would come into effect starting April 2027. The new framework is meant to train foreign workers and encourage them to stay longer in Japan.
Under the plan, workers in eight sectors—including construction, shipbuilding, auto maintenance, food manufacturing, and restaurants—would need to work at least two years before changing job. For nine other sectors, such as agriculture, fisheries, forestry, and hospitality, the required period would be one year.
The current training program requires workers to work with the same employer for at least three years before changing job. Many workers who receive abuse quit and return to their country. The new policy tries to decrease the number by shortening the required period.
Cabinet approval is expected by the end of the year.
