PR without submiting届出, am I fucked up?

Call me idiot but I didn’t know we need to submit a 届出, which i should already about years before.

I just knew after asking a screeniver to check on my documents and they ask on did I submit any 届出. Then after I told I didn’t knew, the screeniver back down said “not having experience on this kind of case”

Does anyone ever got similar experience?
Any recommendation for PR screeniver or lawyer that handle problems like this?

Edit: a 届出 for 在籍出向, long story short usual company doesn’t change insurance when 在籍出向 but my company has policy to change it, so I should have submit 届出 at that time
