Japanese apple accounts all getting locked?

I've been in Japan a couple weeks now and I'm trying to create a new Apple ID so I can download the Ahamo app to get phone service. I've went through Apple support now three times for them to allowlist my email, only for the account to be locked within minutes after logging in. A request to unlock is met with a full on 'this account is locked and cannot be used with Apple' type of response.

Anyone know how I can create an Apple ID that will not be banned? Or any other options to get access to the Japanese app store?
