Basic and affordable skincare for man with a normal skin type

I am a guy (28M) living in Japan from 4 months and I feel that I need to take care of my skin a bit, given the fact that I get exposed to the sun around 4 hours a day.

What could be a basic skin care routine for me? Like Cleanser / Facewash, Moisturizer and Sunscreen kind of.

Also, what are some budget friendly products available at Japanese drug stores.
