
The Ministry of Land, Infrastructure, Transport and Tourism is launching support to improve the efficiency of deliveries to apartment buildings with auto-lock doors, in order to promote the use of "drop-off delivery," which delivers parcels to the doorstep. The ministry will subsidize the development costs of a common system that allows delivery staff to unlock shared entrances. The aim is to reduce redelivery and address labor shortages, and the ministry is rushing to design a system that also takes into account security risks.
According to a survey by the Ministry of Internal Affairs and Communications, over 40% of apartment buildings nationwide (as of 2023) are equipped with auto-lock doors, and the number of such doors is continuing to increase. Delivery boxes to prevent redelivery require space to be installed and are expensive, so promoting delivery to the address of the door is seen as one way to reduce redelivery. However, as this system would allow non-residents to enter buildings, the Ministry of Land, Infrastructure, Transport and Tourism plans to carefully consider the matter, including security issues.
