Permits for artists along the kamo river

Hi everyone!

I’m an art student here in Kyoto and for one of my final projects for the semester I have to draw some people, I had the idea of sitting beside the Kano river near Sanjo and offer to draw people for free if they agree to be part of my final project. I have seen artists and such selling art in that area but I’m wondering if anyone knows about permits and licenses needed to do that? Any pointers would be incredibly helpful. Thank you!!
