Generally, no they aren’t. Maybe if you work for a Japanese company abroad it’s fine.
This depends on many things, including what “other countries” you’re talking about, what sort of degree (and what was the language of instruction), and what field you’re going into.
Highly esteemed? Not really. Usable as a degree? Yes.
Japanese undergraduate degrees (which ones?) might get recognized in part in Germany, but ymmv on the university, faculty and professors.
You might also be forced to re-take a few classes and pass the related exams.
