Bicycle auctions by ward offices? (esp. Kita-ku)

TL;DR anyone know how Kita-ku sells off bikes they confiscate that the owners don't reclaim?

I'm in the market for a basic city bike; it would also be my first ever bike (first time I learned I zoomed downhill right into bushes in front of my entire grade and got scared/embarrassed out of trying) and I'm sure to probably dent it as I put in the practice hours. Honestly I have zero idea what to look for; in addition to checking out some second-hand bike shops, I thought I'd see if anyone knows how Kita-ku or nearby wards deal with bikes that are taken away for illegal parking that their owners don't go and reclaim. I assume these will be rideable, can take a beating, and would be cheap!

If there's things I'm missing as someone who's never biked, much less in Tokyo, I'd also value any and all advice. Thank you!
