Growing plants on my balcony in Tokyo?

Anyone here have experience with growing plants in Japan? I'm from southern California, USA, where it hardly ever rains, and where growing plants requires actual watering and care lest they dry up and become total fire hazards. Considering the ever changing weather and healthy amount of rain in Japan (specifically in central Tokyo), would it be easy to grow a few potted plants on one's balcony with minimal tending apart from the occasional prune? What are some common and easy plants to grow, "sent and forget" types from the home center, if they exist? As you can probably tell I have very little experience with gardening. But I do want to pretty up my very bare balcony (am on the top floor, so it's open to the sky, so whatever I put there would definitely get a lot of sun). Also I want to create a bit more separation between my balcony and the neighbor's. Right now there's just a thin metal-framed divider between our units. Bamboo in a pot can be relatively controlled and maintenance-free, yea?
