0083 risk control over limit on jbc card

i’m trying to make a purchase of 17,000 yen, but even though my card limit is 500k, the transaction keeps failing and i get an error. i called my bank, but they didn’t do anything they just said my limit is enough and brushed it off. has anyone experienced this before? how did you fix it?
