Foreign residents reach record high of 3.95 million, accounting for 3.2% of population – Justice Minister Suzuki


On Oct. 10, Justice Minister Keisuke Suzuki announced that the number of foreign residents in Japan as of the end of June had reached a record high of 3,956,619. This is a 5.0% increase from the end of last year and accounts for 3.21% of Japan's total population. According to the Immigration Services Agency, the number is expected to reach 4.15 million by the end of this year.

The number of foreign visitors to Japan in the first half of 2025 is expected to reach 21,376,170, up 20.0% from the same period last year. This could reach 45 million people for the entire year, setting a new record.

Suzuki also explained the progress of the "Zero Illegal Residents Plan," which was instituted in May of this year. In the three months from June to August, the number of people deported at government expense and accompanied by an escort officer reached 119, double the 58 people in the same period last year. The total number of deportees was 2,120, roughly the same level as the same period last year.
