They see to holding a booklet with pictures of girls (who look like the same girls from afar). Are they trading the pictures? I don’t see anyone doing any cash transaction though.
Not confident but my guess is they’re idol otaku trading or selling merchandise.
They probably all worship some idol and are hoping to get a signature or something
Looking at the photos in the binder, i do believe those are Bromides (search it on google), its just a photo of there favourite idol(s). They tend to have like events or gathering were they trade various merch, from bromides, pins, coaster, and such.

This looks like something I’ve seen near Shinokubo. It could entirely be that they are trading/showing off collectibles of their favorite idols. I’ve seen this in the full metal alchemist cafe and a few other places as well.
They’re middle-aged men.

Edit: They buy photo cards in mystery envelopes so they don’t know who they will get after purchase. This strategy forces them to buy more. But they end up with repeats and missing photo cards so they gather to exchange.

I walked into a Saizeriya one time that had a quartet of overweight dudes in their 20s with stacks of what looked like TCG binders — only for me to walk past and discover that they were all idols and pictures of girls in different poses. They were trading, organizing, and talking about them in the same type of tones I’d heard younger kids use when going over Pokemon cards. It disturbed me, but then again it’s not the worst thing I’ve seen “fans” collect in regards to their chosen hobby/obsession.
Probably otakus swapping something like idol photos/bromides.
Please blur their faces — they have a right to privacy. 🤷🏽♀️

They are trading pictures of idols. Just like we might imagine kids trading cards of baseball players or other sports players
I’ve seen something like this at front entrance of Tower Records in Japan. They have a sign saying no trading. Still see people trading couple of feet from building. Probably cant trade in the building, just cause it was lead to crowding and blocking entrances and flow of people moving around.
