Yesterday I walked around the Koenji area and came across multiple stress bands and a pop up street deaf bar. How did people hear about these things? Are these normal occurrences in the area?

That part of Nakano/Suginami seems surprisingly chill. I thought this area was more residential and old, in a bad way, but it seems to be a very hot area.
