Can anyone educate me on how canceling nenkin works?

I moved to Adachi in late 2024 and registered in Kyoukai Kenpo in June 2025, after i canceled my kokumin nenkin, i got this form from ward office about pension exemption. I tried to fill it for fiscal year 2025, but another form comes back saying that i can only file an exemption for Fiscal Year 2024 and/or 2023?

Honestly, i'm just really lost on what i am even supposed to do here. What happens if i just don't return this exemption form? I honestly don't even care about losing money really, i just don't want this to become a liability in the future for my tax obligation or visa renewal
